Chief Technology Officer
Douglas Biggs, Chief Technology Officer (CTO), has been with InfoGard since 1997. As CTO, Douglas is responsible for establishing the company’s technical vision, as well as leading InfoGard’s technology development and implementation in a manner that fulfills the organization’s strategic growth objectives. As a member of InfoGard’s Executive Management Team, Doug participates in company-wide strategic planning and is accountable for relevant financial and regulatory mandates.
Douglas’ extensive experience at InfoGard also includes the development of security evaluation programs, security standards, and testing procedures. He has also worked as an Evaluation Program Manager, Senior Security Engineer, Security Consultant, and Evaluator under multiple InfoGard evaluation programs including Common Criteria, FIPS 140-2, and PCI PIN Transaction Security.
Douglas earned his B.S. in Electrical Engineering from California Polytechnic State University in San Luis Obispo, CA.
CHIEF OPERATIONS OFFICER
Mark Shin, Chief Operations Officer (COO), has been with InfoGard since 1998. As COO, Mark collaborates with the Executive Management Team and Board of Directors to develop the organization’s vision, mission, and strategic priorities. His responsibilities include the day-to-day operation and management of the company; the implementation of the related operational and business plans that fulfill the company’s mission and achieve its business objectives; and the internal communication to ensure that all team leaders understand company priorities, departmental roles, and shared accountabilities.
Prior to becoming InfoGard’s COO, Mark took on various technical and leadership roles, participating in product and system evaluations within the Federal, Financial, and Healthcare space. He also developed InfoGard’s test and evaluation capabilities for the following IT security programs:
Mark received his B.S. in Computer Engineering from California Polytechnic State University in San Luis Obispo, CA.
CHIEF BUSINESS OFFICER
Melanie Springer, Chief Business Officer (CBO), has been with InfoGard since 1997. As CBO, Melanie is responsible for the management of a broad range of functions, including Human Resources, Finance, and Contracts. Melanie collaborates with the Executive Management Team and Board of Directors to develop and implement operational plans that allow the company to achieve its business objectives. She is responsible for the preparation, analysis, and monitoring of the corporate budget and financial reports, as well as the day-to-day management of critical fiscal functions. Melanie manages all HR functions, including systems for selection, compensation, training, and evaluation of key personnel, as well as compliance with all Federal, state, and local laws. Melanie oversees all confidentiality, customer, and consulting contracts, including technical terms and conditions. In addition, Melanie leads the process of customer qualification and risk management for all domestic, foreign, public, and private businesses.
Prior to joining InfoGard, Melanie was an Associate Staff Administrator at Computer Sciences Corporation, a Department of Defense prime contractor. In this role, Melanie performed a variety of duties, including project control and analysis using automated information systems to manage, schedule, and monitor cost information in direct support of senior management and government contracting officers.
As an expert at designing solutions and effective processes, Melanie is recognized for her follow-through and commitment to detail and structure. She has developed and implemented project management, cost accounting, and employee compensation and selection processes to meet the needs of a growing company, while implementing automated systems to support it. Her straightforward and consistent approach to change has been a steadying factor at InfoGard, where she has helped to guide the company’s growth from the inside. Throughout her career, Melanie has attained a variety of credentials, including completion of Advanced Cost Accounting and the Topgrading® employee selection method.
Stephen Wilson is an Account Manager at InfoGard with 30 years’ experience in sales, program/personnel management and account management. In Stephen’s former position, he fulfilled the role of Health IT Sector Manager. As Health IT Sector Manager he oversaw the operations of the testing division of the Electronic Health Record (EHR) program as an Accredited Testing Laboratory (ATL). He also managed the testing and evaluation programs for Common Criteria (CC), PCI PIN Transaction Security (PTS), and Application Scanning Vendor Validator (ASVV) under the PCI Security Standards Council. In his current position as an Account Manager, he is focused on business development and sales for InfoGard’s business offerings.
Stephen is a Certified Information Systems Security Professional (CISSP).
INFORMATION SECURITY SCIENTIST
Joshua E. Hill has authored many professional and academic papers on a range of important technical subjects, which include the application of mathematics in the field of cryptography, algorithmic number theory, statistics, and the analysis of authentication protocols. Joshua is an active member of the International Association for Cryptographic Research, and for the last twenty years has worked in cryptographic application development, protocol design and review, and algorithm verification.
Joshua earned a B.S. in Computer Science from California Polytechnic State University in San Luis Obispo, CA, Masters’ degrees in Mathematics from the California Polytechnic State University in San Luis Obispo, CA and University of California at Irvine, and a Ph.D. in Mathematics in the area of algorithmic algebraic number theory from University of California at Irvine.
Joshua's technical expertise extends beyond his immediate focus on mathematics and cryptography to network and computer security, embedded systems, electronics design, and computer engineering. Before becoming InfoGard's Information Security Scientist, he previously served as a Senior Technical Advisor and a Senior Security Engineer at InfoGard.
